Herbert has over 30 years’ experience working at a ministerial and board level in governments and companies. He has developed national policies, advised corporate entities and provided consultancy services across Latin America.
In Bolivia Herbert has served as the President of Bolivia’s Central Bank, Minister of Energy and Hydrocarbons and Minister of Finance. During his time as Minister of Energy and Hydrocarbons Herbert was responsible for stimulating upstream investment, developing the Bolivia-Brazil gas pipeline project and negotiating its associated contracts with the Brazilian government and private entities. Herbert has held board positions for numerous financial institutions and non-executive director positions for companies including Total, YPF and Maxus. Herbert has also worked with the World Bank Energy Sector Management Assistance Programme.
Herbert is an Industrial Engineer with a Masters in Business Administration.
