Carlos concentrates on project development, oil and gas projects, oil conservation, liquefied natural gas (LNG), power and alternative energy transactions, energy finance, equator principles, social licence, water and infrastructure, martime and public international law.
Carlos has extensive experience with oil and gas transactions, including assisting clients with the structuring of joint operating agreements (JOA), farm-outs, production sharing contracts (PSC), service contracts and unitization agreements for upstream developments in Mexico, Venezuela, Dominican Republic, Uruguay, Peru and Ecuador. For the midstream and downstream sector, Carlos has advised clients with the development and construction of regasification facility projects, LNG pooling agreements governing the sharing of storage, regasification send-out and nitrogen blending capacity among terminal users, LNG shipping matters and marine arrangements for LNG deliveries, natural gas transportation capacity agreements, EPC contracts for oil and gas pipelines, receiving terminals and oil products facilities, marketing and retail transactions.
Carlos has also advised independent power producers and wind, solar and geothermal developers in EPC contracts, O&M agreements, interconnection, energy sales and management arrangements; nuclear power equipment and waste management service agreements. He has advised major international power companies in numerous commercial transactions and bidding procedures before national utilities.
Carlos worked as Head of Legal and Legal Counsel for Shell México, and Head of Legal for Iberdrola Ingenieria y Construcción being responsible for providing legal services in numerous sensitive and highly complex enterprises in Mexico and Latin America.
In addition to his professional experience, Carlos holds a PhD in Public International Law, at the University of Leicester, whose research is focused on Petroleum Conservation, under the supervision of Professor Malcolm N. Shaw and Dr. Thoko Kaime and also holds an MBA in Oil & Gas Management and an LLM in Resources Law & Policy both from the Centre for Energy, Petroleum, Mineral Law and Policy, University of Dundee.
